City on a Mountain

Driving across the mountains on a clear day I thought; "Why not build a city here, on one of these mountain-tops?"

A million man strong city for all who want to come; a beautiful, well-planned city with roads and rail attached. Planned does not mean sub-Corbusier shining steel horrors, or concrete monstrosities, or anything unnatural and ugly. Planned means parks and lanes; levels maybe, to match the mountain top location. Small marketplaces, churches and meeting-halls, cafés, concert-halls, museums and restaurants..

All this on a mountain-top.

They will borrow me just one mountain out of a thousand for this?

How many of the world's great cities were built on a hunch?
